Sponsored by the Civil Aeronautics Directorate of Colombia (DGAC), through its Aviation Accident and Incident Research Group (GRIAA), from October 3 to 5, the fifth meeting of the ARCM Executive Committee (AIG-SAM/5) was held in the city of Medellin, Colombia.
The meeting was attended by representatives of eight States of the SAM Region (Argentina, Brazil, Chile, Colombia, Brazil, Bolivia, Paraguay and Venezuela), as well as authorities of the Latin America Regional Office and the AIG section of ICAO, together to various safety agencies and representatives of the industry, among which the European Aviation Safety Agency (EASA) and the manufacturers Airbus, Embraer and ATR.
Throughout the different work meetings, topics of interest on safety for the region were addressed, such as plans for mitigating events in training instances and in aero-agricultural operations. On the other hand, representatives of the aeronautical industry unfolded information obtained through their operations monitoring systems, while they exposed their data collection systems and research methodologies.
A total of 11 working papers were presented by JIAAC and the National Civil Aviation Administration (ANAC) on behalf of Argentina; the ICAO South American Regional Office and the Air Accident and Incident Research Group of Colombia (GRIAA – AIG). In addition, the results of the Flight of Instruction Working Group and the information obtained through the SDCPS (System of Collection and Processing of Safety Data) of the ARCM were discussed.
It also included a proposal to modify the Manual of Organization and Operation of the Mechanism, presented by the ICAO regional office, and studies on accidents and incidents in both training flights and agricultural aviation.
Closing remarks were given by Paulo Soares Oliveira, Director of the Technical Team Office of Embraer; David Zwegers, Regional Director for Latin America and the Caribbean of Airbus; and Mario Colavita, Security Director of the European Aviation Safety Agency (EASA).
The regional meeting agenda was completed on Friday 5th, with the presentation of the ARCM in the Air Sector Forum 2030 – 2.1 Air Accident Investigation, organized by Aerocivil, which took place in the Aula Magna of the Universidad Pontificia Bolivariana based in Medellin.
As part of the scheduled activities, the election of the chairmanship of the ARCM executive committee was held for a new period of 3 years. After the vote by the representatives of the States present, it was resolved to renew that mandate for Argentina, which has been exercising it since 2015.
Pamela Suárez, president of the Civil Aviation Accident Investigation Board (JIAAC) highlighted the importance of international cooperation in an increasingly globalized system such as civil aviation. “The challenges are not individual in each country,” she said, since “the improvements to the system to which the research must contribute are meaningless in a ‘frontier in’ project.
“The challenge is to look at the process of accident investigation beyond their individual potential,” he continued, urging countries to “combine the power of research with data intelligence (Data Intelligence) to contribute proactively” to the improvement of Operational Safety.
From September 3rd to 7th there was an important meeting at the ICAO Regional Office in Lima, Peru, between investigators representing the 13 South American States. Its aim was to analyze from different perspectives the most common factors related to accident and incident investigation.
The Seminar of investigators from the South American Region was conducted in 5 consecutive days of 7-hour sessions, with presentations given by Alexandre Lima Prado on behalf of the ICAO Lima office as well as discussion forums, group work, and conclusions formed about the topics dealt with in each session.
The first day was aimed solely at introducing the seminar and talks given by representatives of each State. Tuesday focused on the following topic: “Accidents – a look into Management;” Wednesday’s topic was: “The use of specialists – Is it necessary training?” and Thursday focused on the “Accident Response Plan.”

The 5th meeting of AIG authorities of the SAM Region (AIG-SAM / 5) will be held from October 3 to 5, 2018 in Medellín, Colombia.
Within the framework of the ARCM, working groups made up of specialists from the region will develop various study notes, which will then be presented to the Executive Committee.
There will be studies and analysis on data validation procedures and cooperation in the loading of accidents/incidents of the SAM region and on the issued recommendations that have arisen from the investigation of accidents/incidents in agricultural aviation and training flights.
The meeting will end on October 5 with a discussion forum in which both industry representatives and member states will participate.
Working Papers for AIG-SAM/5:
As part of the ARCM Training Plan for 2018, the “Workshop on ADREP/ECCAIRS systems (Accident and Incident Reporting Systems)” was held from May 07 to May 11, at the facilities of the South American Regional Office of ICAO, from the city of Lima (Peru). Representatives of the States of the SAM Region participated.
For this occasion, the instructors of the workshop are representatives of the ICAO South American Regional Office and AIG agencies of Chile and Brazil, who emphasized the correct loading of the reports and the timely validation of the information of the ARCM SDCPS system, which will impact on an improvement in the exchange of information in the Region.
The ARCM has as one of its objectives to exploit the safety data of the SDCPS (System of Collection and Processing of Safety Data) of the ARCM. The SDCPS is a regional database on aviation accidents and incidents in South America.
Authorities of member countries of the ARCM gathered at the South American office in Peru for the annual meeting on security management issues with leaders from the North America, Central America and the Caribbean (NACC) regions.
Under the slogan “The road towards achieving effective management of Operational Safety”, from Tuesday 13 to Friday, March 16, 2018, the Symposium SM2018 NACC and SAM took place at the ICAO SAM Regional Office in Lima, Peru. , which brought together authorities and representatives of aeronautical and research organizations from the two major regions of the continent: North America plus countries in the Caribbean and South America.
The meeting aimed to “provide participants with ideas on how to effectively implement the State Security Program” (SSP), including the development of action plans for their implementation in the regions; and “perform a supervision of the security management systems (SMS) of their service providers”.
The opening was in charge of the new Regional Director of the South American Office of ICAO, Fabio Faizi Rahnemay Rabbani, who shared the opening speeches with Julio Siu, Deputy Regional Director of the NAAC office, Catalin Radu, Deputy Director of the Navigation Bureau Aerial of ICAO and Juan Carlos Pavic Moreno, General Director of Civil Aeronautics of Peru.
The workshop was organized in 7 working groups, with a focus on the “current challenges in security management facing the international aeronautical community”. Among the authorities of AIG agencies of the ARCM, the National Director of Investigations of the JIAAC, Daniel Barafani, was told in Group Discussion 3 on “Promotion of operational safety”.
In the same panel was Rodolfo Pinto, Head of Airworthiness of the General Directorate of Civil Aviation of Chile and Inspector of the Regional Cooperation System for Safety Oversight (SRVSOP), together with the Executive Director of ALTA, Luis Felipe De Oliveira and Juan Thomas, director of ASCA of the Dominican Republic.
In other working groups, different topics discussed included such as: “Benefits and challenges of the management of Operational Safety from the perspective of States and service providers”; the “Interaction between the State Operational Safety Program (SSP) and the Operational Safety Management System (SMS)”; “Protection of safety data, safety information and related sources”; as well as “Scalability”, “Change Management” and “Acceptance of SMS”.
Closing the week and within the framework of this symposium, sessions were held on topics such as “Protection of safety information” and “Acceptable level of performance in matters of Operational Safety (ALoSP)”.
